Port Authority of New York and New Jersey, Newark Liberty International Airport, New Terminal A Redevelopment

Burns served as owner’s representative for MEP and special-system designs, led commissioning services for the 1-million-square-foot design-build project.

The largest design-build project in New Jersey history, New Terminal A will serve as the Port Authority of New York and New Jersey’s flagship terminal at Newark Liberty International Airport. Offering 20 percent greater capacity, the 33-gate modernization project will accommodate an estimated 13.6 million passengers.

During the design-build procurement phase, Burns supported the PGAL-led team, developing conceptual designs and performance criteria for:

  • Structural systems of the terminal and pedestrian bridge
  • Mechanical, plumbing, and fire-protection systems
  • Electrical power and lighting systems
  • Telecommunications, emergency communications, radio, and fiber-optic cabling systems
  • Flight information displays and common-use passenger processing
  • Site utility infrastructure and other technology systems

Burns was also retained to consult PANYNJ directly, serving as a technical representative throughout terminal design and construction. Burns provided on-site expertise for:

  • Mechanical, electrical, plumbing and fire-protection systems
  • Information technology and security systems
  • Structural engineering

In the final stage of construction, Burns served as the PANYNJ commissioning authority. Burns provides third-party oversight to ensure the design-build team fulfills sustainability-design and equipment-testing requirements necessary to achieve LEED® Silver certification. Burns’ role involves:

  • Auditing energy models of the terminal’s heating, ventilation and air conditioning systems
  • Reviewing system designs
  • Verifying overall function and performance

PANYNJ anticipates project completion by 2023.

Previous projects at Newark Liberty International Airport include the recently completed Consolidated Rental Car (ConRAC) Facility and Runway 4R-22L Rehabilitation.
