Burns Helps Metropolitan Washington Airports Authority Chart a Bold Course for the Future

June 3, 2025

The Metropolitan Washington Airports Authority’s (MWAA) $9 billion 2025-2034 capital plan includes an array of dynamic projects that will modernize and advance the missions of Dulles and Reagan Airports. Burns has been chosen to complete work that will enable MWAA to complete two major construction projects, Dulles Tier 2 Phase 2 and Reagan’s Terminal 1 and South Area Redevelopment.

Dulles Tier 2, Phase 2

The Dulles Tier 2, Phase 2 project is a significant step in expanding airside facilities at the airport to enhance customer service and accommodate increasing passenger volume. The design will include a federal inspection services facility for international travelers alongside ten additional gates with the flexibility to accommodate both narrow and wide-body aircraft for domestic and international flights. In addition to airfield electrical services and utility master planning efforts, Burns will provide security and technology engineering services.

Reagan Terminal 1 and South Area Redevelopment

The Reagan Terminal 1 and South Area Redevelopment project involves building a new terminal. The new facility will include nine gates, the same number currently found in what’s affectionately known as the “banjo terminal.” Burns will be providing electrical design services for the terminal and the airfield. The team will also contribute security and technology engineering services.
