Transit Leader Alva Carrasco Accelerates Burns’ West Coast Expansion

Burns welcomes public transportation leader Alva Carrasco as Director, Los Angeles Region.

Alva is widely respected for her ability to guide large-scale capital programs throughout planning, design and construction milestones. Alva’s expertise resolving complex project implementation challenges will benefit a wide range of Burns’ rail, transit and aviation clients.

Alva is among the transportation industry’s foremost experts on strategies to achieve sustainability, accessibility, and resiliency goals. Recent accomplishments include navigating new rules set by California Air Resources Board’s Innovative Clean Transit regulation, which requires 100 percent zero-emission bus (ZEB) fleets by 2040.

“I look forward to supporting agencies, large and small, deliver successful capital programs and achieve their operational goals,” Alva said. “Most recently, I have developed a particular passion helping transit agencies convert to zero-emission vehicles. It is truly changing the entire business of how bus systems operate.”

Alva will oversee Burns’ growing West Coast practice. Current clients include aviation authorities such as Los Angeles World Airports and San Diego County Regional Airport Authority as well as transit operators such as the Regional Transportation Commission of Southern Nevada,  San Diego Association of Governments, and Sound Transit.
