Regional Transportation Commission of Southern Nevada Agency-Wide Program Management Services

Burns supports capital project planning, design and construction, ensuring major infrastructure projects are delivered on time and within budget.

The Regional Transportation Commission of Southern Nevada (RTC) oversees public transportation, traffic management, roadway design, and planning efforts throughout Las Vegas Valley. Major capital programs include initiatives to improve safety, manage traffic congestion, enhance multimodal connectivity, maintain current infrastructure, and promote economic development.

Burns is responsible for advancing many of RTC’s largest capital projects. Supporting Jacobs Engineering, program management services include planning studies, securing grant funding, and overseeing certain procurement, design, and construction management activities.

Completed or on-going capital initiatives involve various improvements to:

  • Transit centers
  • Park and rides
  • Vehicle maintenance facilities
  • Fueling stations
  • Fixed guideway systems

Major program accomplishments include:

  • Zero Emission Bus (ZEB) transition-management master plan
  • Aligned stakeholders to coordinate strategies for incorporating battery electric buses and hydrogen fuel cell buses into existing vehicle fleet
  • Secured vehicle-acquisition and capital-improvement funds, including a $3.8-million Federal Transit Administration (FTA) Low or No Emission Vehicle Program grant
  • Maryland Parkway corridor bus rapid transit (BRT)
  • Guided $150 million grant application process through FTA’s Small Starts grant program
  • Led Construction Manager at Risk (CMAR) solicitation and selection process, including a risk management workshop
  • Supported environmental assessment review process
  • Automated Circulator and Connected Pedestrian Safety Program (GoMed)
  • Provided design oversight for leading-edge program to integrate autonomous shuttles within the Las Vegas Medical District’s fully mixed traffic environment
  • Secured $5.3 million grant from Federal Highway Administration’s Better Utilizing Investments to Leverage Development (BUILD) program
